Feature Incorporated: Cancel Payment Reminders If Race Is Cancelled

Suggest enhance the Cancel Race feature by having that feature also shut off any payment reminders for that race. Hopefully simple; not a high priority but if easy . . . Thanks Bill!

This was an easy feature to add. It now detects "Canceled" in the title and will not send a payment reminder if the event is canceled. All sites were updated @ 10:22am on 18 September 2019.
