Feature Incorporated: Skipper Defined Groups for Mail Lists

Crew Manager currently has two groups defined for emails. The groups are:
All Posts - a group that is emailed any Posts added to the website, and may also be selected in Skipper Send Email
Core Crew - a group the Skipper may define with a subset of crew members who may be selected in Skipper Send Email
The Manage Groups screen available on the Crew Manager admin menu allows the Skipper to select which crew members are assigned to these groups.
The ability for the Skipper to define and name new groups, select crew for these groups and select the group in the To recipients list when sending email would be helpful. The ability to add, rename and delete these additional groups should be included.
