This feature has been incorporated and included on all sites as of midnight 15 January 2020. There was a partial solution originally built in, but it did not cover Skipper emails when Crew changed availability. There is now a checkbox on the Crew Manager Modify Settings screen to enable or disable the various emails sent to the Skipper. The documentation will be updated in the next major release with the information below included in the Crew Manager Admin Setup - Modify Settings section..

Crew Email Turn On or Off / Suppress Skipper Notification Email: Using the radio buttons select whether to have crew emails sent for event reminders, notices when results are posted, and notices when new posts or comments are posted. The Skipper may check Email Sent Notice to receive a completion report after the emails are sent if the option is On. The Crew Change Notice box enables the Skipper to receive notification emails whenever Crew change availability status.

The picture below shows the location of the check boxes available on the Modify Settings page accessible in WordPress Admin by mousing over the Crew Manager menu option on the left side.
